Upgrade PHP image to 8.5-apache

PHP 8.3.33 (running in prod) is vulnerable to the PHP2Shell RCE flaws
(CVE-2026-109618, CVE-2026-109619) fixed upstream in 8.3.36/8.4.27/8.5.12.
8.5 also has the longest remaining support window and matches the local
dev PHP version already in use.
